Lord Arthur Francis Henry Hill was born on 28 August 1895.1 He was the son of Arthur Wills John Wellington Trumbull Hill, 6th Marquess of Downshire and Katherine Mary Hare.1 He married Ishabel Wilhelmina Sheila MacDougall, daughter of Lt.-Col. Stewart MacDougall, on 15 October 1927.1 He died on 25 December 1953 at age 58.1
Lord Arthur Francis Henry Hill usually went by his middle name of Francis.1 He fought in the First World War, where he was mentioned in despatches.1 He gained the rank of Captain in the service of the 2nd Dragoons, Scots Greys.1 He was Aide-de-Camp to the Governor-General of South Africa between 1921 and 1924.1
